Website hosting on SBS 2003 Premium

Had a client unhappy today…

He built a new physical box with some nice specs, loaded Server 2008 R2 and then proceeded to try and install SBS-2003-Premium as a guest OS. Well, ofcourse he cannot do that as 2008 Hyper-V does not allow or support that OS as a guest. So, the client is not happy with me for recommending a new physical box so he can condense his 12U of P4 servers to 4U of quad cores. So, after reading through the 2003-SBS-Premium EULA (http://www.microsoft.com/about/legal/useterms/) I cannot find where it says you cannot host 150+ public websites for profit. I would assume beside being a bit silly running SBS as your primary hosting box that Microsoft would forbid it.
Anyonne know where I can find this in writing?
